Read page 4 of the linked document. In plain English, it says that if there is ANYTHING that resembles the work of a copyright holder (without licenses or permission), it (and you) will be taken down from the internet. Even so far as having your internet disabled. So far, I haven't seen a way anyone's posted (yet) to get signatures to stop this thing...
